Question

What is the difference between rotating pages on the View ribbon and the Insert and Edit ribbon?

Answer

Rotating on the View ribbon only rotates the user's current view of the document. If the document is closed, no lasting changes have been made and the next time it is opened it will appear rotated. 

Rotating on the Insert and Edit ribbon makes an actual change to the file's contents. If the user performs a save after rotating pages this way, the page/s will remain rotated unless someone uses the same feature to rotate the page/s back to the way they were.
